MANILA, Philippines — The Philippine National Police (PNP) reported that over 48,000 quarantine protocol violators were apprehended across the country on Monday during the celebration of All Saints' Day.

Protocol violators totaled 820,983 from October 16 to November 1. Metro Manila accounts for 166,277 of the total, with 10,230 violators reported on November 1 alone.

The violations occurred despite the countrywide closure of cemeteries from October 29 to November 2, which was implemented to reduce the spread of COVID-19.

The majority of the violators, 652,917 in total, violated simple rules on minimum public health standards such as wearing face masks and face shields and keeping a physical distance.

There were also 101,120 curfew violators and 33,948 non-authorized individuals who were not at home.

Within the total number of violations, 80 percent, or 658,034, received a warning; 13 percent, or 55,640, were fined; and 8 percent, or 55,640, received other punishments, such as community service.

Despite the recorded number of quarantine procedure violators, health officials previously reported a considerable decline in new COVID-19 cases nationally, with its reproduction number down at 0.52, according to OCTA Research.

According to the Department of Health, the Philippines has reported 2,790,375 cases, including 43,185 active cases, 2,703,914 recoveries, and 43,276 deaths.
